He served as Secretary of Administration under Vermont Governor Peter Shumlin and prior to that as Deputy Secretary of the Vermont Agency of Natural Resources.

Johnson has twenty years of experience working in local, state, and federal government in both the United States and Australia with specialties in public policy development and regulation, government operations, risk management, nonprofit management, budgeting and operations, human resources, and communications.
