VP, Health Delivery at Brillient

Ms. Nina Shtilkind is Brillient’s Vice President of Health Delivery and is responsible for delivering value on Brillient’s contracts with the Small Business Administration (SBA), the Internal Revenue Service (IRS), DHS Transportation Security Administration (TSA) and the US Coast Guard (USCG), DOJ Office of Justice Programs (OJP) and the Board of Broadcasting Governors. With more than 25 years of experience in Federal Government contracting, she has supported many mission critical projects and programs in the federal Government simultaneously leading consulting teams in information technology, management consulting and mission support projects.

Ms. Shtilkind is an innovative business analyst and technology strategist, who played a primary role in developing numerous mission critical systems and applications, simplifying complex processes and procedures, and successfully implementing major multimillion projects for federal government agencies. Nina has expert knowledge of government regulatory compliance including FAR, FISMA, Privacy Act, Paperwork Reduction Act, Federal Records Act, and Service Contract Act. For the Food and Nutrition Service (FNS) she directed design and maintenance of Management Activity Reporting Systems (MARS) Data Warehouse and web interface to provide business intelligence (BI) tools for the $78 Bn annual SNAP (formerly Food Stamp Program) program. Nina initiated and lead FNS’s mission critical eGovernment effort to provide retailers with web enabled tool in order to simplify public retailers’ application process to participate in the Food Stamp Program, managing development of online store application. She also spearheaded and led the development of FNS’ first public cloud GIS application “Retailer Locator” that enables people to find retail establishments that accept Food Stamp Electronic Benefit Transfer debit cards.

Nina holds an M.S. in Mechanical Engineering and received her Project Management Professional (PMP) certification from the Project management Institute (PMI). She is an active member of PMI, Montgomery County and District of Columbia Chapters.
