Omar Qargha

Omar Qargha is an experienced education professional with extensive expertise in policy development, monitoring, and evaluation. Currently serving as a Fellow at the Center for Universal Education at The Brookings Institution since March 2022, Qargha previously held roles as an Independent Consultant and Chief Technical Advisor at UNDP, where strategic advice was provided for the national reform of Afghanistan’s educational system. Career highlights include leadership positions at Afghanistan Holding Group, where market research and program evaluation were managed, and significant contributions to teacher education standards and training at Indiana University Bloomington. Qargha holds a PhD in International Education Policy from the University of Maryland and has earned multiple advanced degrees in education and comparative education from prominent institutions.
