Jim O'Toole

Jim O'Toole is a recognized expert in energy and environmental law, currently serving as Past Chairman of the Greater Philadelphia Energy Action Team since January 2015 and as a Shareholder at Buchanan Ingersoll & Rooney PC since October 2005, where O'Toole co-founded the integrated legal and government relations Energy, Environmental and Natural Resources Section. O'Toole's practice areas include energy and environmental litigation, transactional and regulatory counseling, and brownfield development. Notable accolades include being named Philadelphia Region Energy Lawyer of the Year in 2021 and 2024, as well as Philadelphia Region Environmental Litigation Lawyer of the Year in 2023, as recognized by The Best Lawyers in America. Other recognitions include being listed in Pennsylvania Super Lawyers and “Who’s Who in Energy”. O'Toole's academic contributions include serving as an Adjunct Professor at both Temple University School of Law and Philadelphia Community College, and his educational background includes a J.D. from Temple University, an MBA in Marketing Research/Finance from Drexel University, and a B.S. in Marketing from La Salle University.
