Tray Hairston is a partner at Butler Snow. Tray has served as Bond Counsel and Underwriter's Counsel for various cities, counties, universities, or water districts throughout the State of Mississippi. Tray has also served as Bond Counsel or Underwriter's Counsel for over $1B General Obligation Bonds or Revenue Bonds issued by the State of Mississippi since 2013. In addition, they have served as Incentive Counsel to Developer of $30,000,000 Telemedicine Technology Center and Health Care Industry Zone Project, assisting developer to obtain corporate income tax deduction, sales & use tax exemption, and ad valorem tax exemption. Tray has also served as Incentive Counsel to The Claiborne at Adelaide’s $40,000,000 Health Care Industry Zone Project, assisting developer to obtain corporate income tax deduction, sales & use tax exemption, and ad valorem tax exemption. Tray has assisted in the negotiation of an economic development incentive agreement or MOU with the State, local governmental unit, and private industry on a $225 million economic development project.
Tray Hairston is also an adjunct professor at Mississippi College School of Law where they teach a judicial externship seminar that covers a variety of topics which include - philosophy of judging, judicial ethics, selection of judges, skills development (research & writing, etc.), judicial workload, and court management.
Previously, Tray Hairston served as Counsel & Policy Advisor in the Office of Governor Phil Bryant and as an attorney at Balch & Bingham LLP. Tray also served as a law clerk at United States Federal Courts and as a Legislative Advocate (Law Student Intern) at AARP. Additionally, they served as Legislative Liaison at the Mississippi Department of Education.
