Stephen Harper has a diverse work experience spanning several industries. Stephen began their career as an Articled Clerk and later worked as a Solicitor at Mallesons Stephen Jaques. Stephen then served as a Solicitor at Sinclair Roche & Temperley before returning to Mallesons Stephen Jaques as a Senior Associate and eventually becoming a Partner.
Harper also worked as a Partner/Consultant at Norton White Lawyers and as General Counsel at Enterprises Shipping & Trading S.A. Stephen then transitioned to the Royal Australian Navy, where they held the positions of Navy Reserve Officer, Assistant Counsel Assisting on the Sea King Board of Inquiry, and Staff Officer-Legal on the Sea King Board of Inquiry Implementation Team. Stephen also served as the Principal Solicitor on the HMAS SYDNEY II Commission of Inquiry.
In recent years, Harper has worked in the maritime industry as the General Counsel for BW LPG Limited and later as the Head of Legal - Shipping, Corporate Services at BW Group. BW Group is a global maritime company involved in shipping, deepwater oil & gas production, and sustainable technologies.

Stephen Harper attended Melbourne Grammar School from 1973 to 1978. Stephen then pursued their higher education at Trinity College, the University of Melbourne, from 1979 to 1983, where they earned a Bachelor of Arts (BA) and a Bachelor of Laws. Stephen'sfields of study included British History, Politics, and Law. Additionally, they obtained an Australian Practising Certificate from The Law Society of NSW in July 2023 and became an Associate Fellow of the Nautical Institute in March 2023.
