Ruth Y. possesses extensive legal experience, currently serving as Senior Staff Counsel at California Earthquake Authority since March 2022, where responsibilities include managing reinsurance and risk transfer transactions, contract negotiation, and compliance documentation. Prior to this, Ruth served as Senior Commission Counsel at the California Fair Political Practices Commission from May 2017 to March 2022, representing the Commission in administrative hearings and advising on policy development. Ruth's earlier role as Attorney I at the California Department of Motor Vehicles involved counseling on service contracts and intellectual property, as well as collaborating with the Attorney General’s Office on litigation. Ruth earned a Juris Doctor degree from the University of Oregon School of Law and a Bachelor of Arts in Political Science and Sociology from Emory University.
