Jackie Kinney

Jackie Kinney is Senior VP & General Counsel for the California Cable & Telecommunications Association.

Previous positions included serving as Vice President for State Government Affairs in California for Frontier Communications and as Assistant Chief Deputy and Counsel to Secretary of State Alex Padilla with duties relating to law and policy on voting, elections and civic engagement. She also was the Secretary’s liaison to the California State Archives and the California Museum and coordinated joint projects between the two institutions advancing civic engagement. She was Principal Consultant to the Senate Committee on Energy, Utilities and Communications during Senator Padilla’s chairmanship, specializing in communications and new technology issues.

Prior to the Senate, Kinney was a Deputy at the Office of Legislative Counsel in Sacramento. She practiced communications law in California and in Washington D.C., representing clients before the Federal Communications Commission and Congress.

A native of Wisconsin, Kinney began her career as a newspaper journalist. She holds a B.A. from the University of Wisconsin-Eau Claire, an M.A. from the University of Wisconsin-Madison and a J.D. from the Catholic University of America in Washington, D.C. with a certificate from the Institute for Communications Law Studies.
