Una delle più importanti forme di espressione della sovranità popolare è l'elezione del Parlamento. Il Parlamento è composto dalla Camera dei deputati e dal Senato della Repubblica. Il Parlamento è un'Istituzione centrale nel nostro sistema costituzionale. Esso infatti approva le leggi, indirizza e controlla l'attività del Governo, svolge attività d’inchiesta su materie di pubblico interesse, concede e revoca la fiducia al Governo; inoltre il Parlamento in seduta comune, integrato dai delegati regionali, elegge il Presidente della Repubblica; infine il Parlamento in seduta comune elegge una parte dei giudici della Corte costituzionale e dei componenti del Consiglio superiore della magistratura.
