Ruth Onyancha

Ruth Onyancha Makanga currently serves as the Secretary and Chief Executive Officer of the Canadian Intergovernmental Conference Secretariat, overseeing administrative procedures and program development for intergovernmental conferences across Canada. Ruth previously held the role of Corporate Secretary at the International Development Research Centre, providing governance advice and serving as a liaison between the board and management. Earlier experience includes positions as Managing Consultant at Bluyan Consulting, Technical Advisor & Consultant at the World Bank Group, Senior Advisor at the Ministry of Devolution, Senior Board Relations Officer at The Global Partnership for Education, Director of Governance, Compliance & Legal Affairs at Shelter Afrique, and Manager of the Board Secretariat & Compliance at the African Export-Import Bank. Educational qualifications include a Master’s degree in Business & Economic Law from Georgetown University and a Bachelor’s degree in Law from Makerere University.

Canadian Intergovernmental Conference Secretariat

The Canadian Intergovernmental Conference Secretariat (CICS) is a neutral agency whose mandate and sole program is to provide the administrative services required for the planning and the conduct of senior-level intergovernmental conferences. It was established pursuant to an agreement reached at the May 1973 First Ministers’ Conference and designated a department of the federal government by an Order-in-Council dated November 29, 1973. In addition to acting as the permanent secretariat of the First Ministers Meetings (FMM), CICS offers its services to other meetings of First Ministers, Ministers and Deputy Ministers both at the federal-provincial-territorial and provincial-territorial levels. The agency is available to any federal, provincial and territorial governments’ departments which may be called upon to organize and chair such meetings. --------------------------------------------------------------------------------------------------------------------------------------------- Le Secrétariat des conférences intergouvernementales canadiennes (SCIC) est un organisme neutre dont le mandat et l'unique programme consistent à fournir les services administratifs nécessaires à la planification et au déroulement des conférences intergouvernementales de haut niveau. Il a été créé suivant une entente intervenue à la Conférence fédérale-provinciale des premiers ministres qui a eu lieu en mai 1973, et a été désigné ministère fédéral par décret en conseil du 29 novembre de la même année. Outre son rôle de secrétariat permanent des Rencontres des premiers ministres (RPM), le SCIC offre ses services à d'autres réunions de premiers ministres, de ministres et de sous-ministres, tant au niveau fédéral-provincial-territorial que provincial-territorial. Le Secrétariat est à la disposition de tout ministère fédéral, provincial ou territorial appelé à organiser et à présider pareilles rencontres.
