Helen Walsh is an experienced manager in the securities industry, currently serving as Manager of Planning and Projects at the Canadian Securities Administrators since October 2020. In this role, Helen leads change management for a transformational legacy system renewal program, overseeing a team of over 20 project managers and business analysts. Prior to this, Helen spent a decade at the Ontario Securities Commission, where responsibilities included managing a cross-functional team for a legacy system replacement program and overseeing internal audit requirements in system redevelopment. Helen has also held positions at the CSA as a Business Analyst and at Sierra Systems/TWA Consulting as a Management Consultant. Helen holds a BASc in Chemical Engineering from the University of Toronto and an MBA in Management of Information Systems/Operations Management from the Schulich School of Business at York University.

Securities regulators from each of the provinces and territories in Canada form the Canadian Securities Administrators (CSA). The CSA protects Canadian investors from unfair, improper, or fraudulent practices and fosters fair and efficient capital markets. The CSA is primarily responsible for developing a harmonized approach to securities regulation across the country. The CSA brings provincial and territorial securities regulators together to share ideas and work at designing policies and regulations that are consistent across the country and ensure the smooth operation of Canada's securities industry. By collaborating on rules, regulations and other programs, the CSA helps avoid duplication of work and streamlines the regulatory process for companies seeking to raise investment capital and others working in the investment industry.
