Doguhan Uluca

Doguhan Uluca is a seasoned technology leader with extensive experience in software engineering and innovation. Currently serving as the Director of Software Engineering at Capital One since January 2025, Doguhan also co-founded and organizes Tech Talk DC, a prominent community initiative established in 2015. Previously, Doguhan held various senior roles at Excella from August 2012 to January 2025, including Director of Innovation and Strategic Differentiation. Doguhan’s career also includes positions such as Agile Engineering Consultant at the IRS and Tech Lead at NRECA. Doguhan began the career as a Software Engineer II at Meridium and has a Bachelor of Science in Computer Science from Virginia Tech as well as an International Baccalaureate from The Koç School.
