Chris Lowe has extensive experience in environmental monitoring and management, currently serving as the Program Manager for Environmental Monitoring Programs at Capital Regional District since 2002. In this role, Chris oversees the design and implementation of various monitoring programs related to stormwater, wastewater, biosolids, odour, and marine environments across multiple municipal sites. Previously, as an Environmental Science Officer, Chris managed wastewater and marine monitoring programs linked to eight municipal wastewater outfalls. At Hatfield Consultants, Chris coordinated environmental monitoring for diverse industries, including pulp and paper and mining. Early in the career, Chris worked as a Field Technician at Fluvial Systems Research Inc., where sampling plans for riparian vegetation inventories were developed. Chris holds an MSc in Biology from the University of Victoria, a Diploma in Fish, Wildlife and Recreation from the British Columbia Institute of Technology, and a BSc in Oceanography and Biology from The University of British Columbia.
