Care Inspectorate
Debbie Todd is an experienced professional with a strong background in social care and service management. Currently serving as an Inspector at Care Inspectorate since August 2022, Debbie previously held the position of Senior Service Manager at SAMH from September 2021 to August 2022. Prior experience includes a role as Service Manager at Deafblind Scotland, where responsibilities included leading and managing specialist guide/communicator services to support deafblind individuals and coordinating team efforts to maintain high service quality. Prior to that, Debbie served as Team Supervisor at Deafblind Scotland and worked in Governance Risk & Assurance at Shell from 2009 to 2018. Educational qualifications include Level 4 in Care Service Leadership and Management and qualifications in social care and communication, including British Sign Language Level 1.

We independently regulate care services for people of all ages in Scotland. We register, inspect and grade services, deal with complaints, carry out enforcement action where necessary and help services improve. We also inspect all Scottish local authority social work services, including criminal justice social work. We carry out joint inspections too, with colleagues from other organisations such as police, health boards and education, to check how successful services are at working together to deliver the best support for adults and children. We inspect the quality of care, promote best practice, identify ways that services can improve and support innovation. In everything we do, our aim is to improve people’s experience of care, focusing on what can improve their lives and not simply on the services provided to them.
