Care Inspectorate
Rachel Hinds is a seasoned policy analyst with a strong background in legislative and research support. Currently working at the Care Inspectorate since November 2014, Rachel focuses on key policy developments, providing concise summaries and briefings, and managing consultation responses and online content. Prior to this role, Rachel served as a research and policy officer at the Scottish Parliament, where support was provided to a Member of the Scottish Parliament group on various sectors. Rachel's career began as a trainee solicitor at MacRoberts, gaining valuable experience in property and employment law. Academically, Rachel holds a Diploma in Legal Practice from The University of Edinburgh and an LLB from the University of Dundee.

We independently regulate care services for people of all ages in Scotland. We register, inspect and grade services, deal with complaints, carry out enforcement action where necessary and help services improve. We also inspect all Scottish local authority social work services, including criminal justice social work. We carry out joint inspections too, with colleagues from other organisations such as police, health boards and education, to check how successful services are at working together to deliver the best support for adults and children. We inspect the quality of care, promote best practice, identify ways that services can improve and support innovation. In everything we do, our aim is to improve people’s experience of care, focusing on what can improve their lives and not simply on the services provided to them.
