Rosa Dicker has a diverse work experience spanning over three decades. ROSA began their career as an Eligibility, Electronic, and Product Consultant at Aetna in 1989, where they handled enrollment data, trained employees, and created insurance cards. ROSA later became a Process Leader-Business Process Improvement, designing improved work procedures and supervising temporary employees. ROSA then moved on to the role of Senior Business Consultant, collaborating with various departments and ensuring accurate claim payments. In 2004, they took charge of a major initiative involving Aetna's book of business as a Senior Project Manager.
In 2011, Rosa joined UnitedHealthcare as a Senior Project Manager, overseeing programs and managing multiple project managers and teams. After that, they worked as a Case Manager and Job Developer at CREC Transition to Employment Services, where they helped students find externships and employment opportunities. ROSA then became a Career Manager at KRA Corporation / American Job Center, addressing barriers and strengths for clients aiming to re-enter the workforce or with disabilities.
From 2017 to 2021, Rosa worked at Adelbrook as a Human Services Case Worker, providing counseling and emotional support to at-risk adolescent girls. Currently, they hold the position of Director of Business Services at Career Resources, Inc., starting in 2021.
Rosa Dicker has a Bachelor of Business Administration (B.B.A.) degree in Business Administration, Management and Operations from Albertus Magnus College. ROSA also holds a Project Management Certification from Charter Oak State College. Additionally, Rosa has an Associates in Science degree in Human Services from Middlesex Community College.

Career Resources, Inc. was founded in 1995 when it spun off from the region’s Workforce Investment Board in order to better provide direct services. CRI has grown into a stable, respected agency with more than 80 employees, programs operating throughout Connecticut, and a history of clean audits. CRI was recently chosen by the state of Connecticut’s Department of Mental Health and Addiction Services (DMHAS) to train all DMHAS staff and providers to better prepare clients for employment. It is the only non-profit in the state focusing exclusively on workforce development from the perspective of the disadvantaged clients, in need of both basic education as well as the attitudinal readiness provided by STRIVE, and of employers. CRI maintains a deep knowledge of employer needs and is a trusted and frequent partner of local and regional Chambers of Commerce, as well as the state’s largest business association, CBIA, and numerous non-profit agencies and advocate partners. Career Resources’ mission is to “prepare workers for life” – to provide the needed support and skills training to set people on the path not merely to get a job, but to continued education and a viable career with a sustaining living wage.
