Joe Kolks

Joe Kolks has extensive work experience in financial and operational leadership roles. Joe served as the CFO of CareStar, where they were responsible for overseeing financial and operational teams within a $42M S-corp. Joe successfully grew the company from 3 small customers in 2014 to 22 multi-state programs in 2021. Joe also served as the General Manager of CareStar Information Systems, a software solutions company serving the Home and Community-Based Service sector. In this role, they directed the finance operations, implemented a new reporting package, and increased program manager engagement in the annual budgeting process. Prior to their time at CareStar, Joe was the CFO of Dee Sign Company for over a decade.

From 1996 to 1999, Joe Kolks attended Wilmington University, where they earned a Bachelor of Arts (BA) degree in Accounting.
