David Stem

David Stem is an experienced law enforcement professional who has held various leadership roles in different police departments. David currently serves as the Major in the Operations Bureau at the Carroll County Sheriff's Office. David also took on temporary leadership positions such as Acting Assistant Police Chief at the Taneytown Police Department and Acting Major at the Westminster Police Department. Throughout their career, David has gained experience in patrol, supervision, criminal investigation, and crisis management. David holds a Master's degree in Crisis/Emergency/Disaster Management from Millersville University of Pennsylvania and a Bachelor's degree in Criminal Justice/Law Enforcement Administration from Mount St. Mary's University.
