Ben Metcalf serves as the Managing Director of the Terner Center for Housing Innovation and an Associate Research Professor and Lecturer at the University of California, Berkeley since January 2020. Metcalf also holds the position of Chief Executive Officer at Terner Housing Innovation Labs since July 2021. Prior roles include Director at the California Department of Housing & Community Development from February 2016 to September 2019, Deputy Assistant Secretary for Multifamily Housing and Senior Advisor at the U.S. Department of Housing and Urban Development from February 2010 to December 2015, and Project Manager at BRIDGE Housing Corporation from January 2004 to January 2010. Earlier career experiences include Research Associate at the Center for Court Innovation and Development Associate at Common Ground Community. Metcalf holds a Master’s Degree in Public Policy and Urban Planning from Harvard Kennedy School, a Graduate Certificate in Urban Redevelopment Excellence from the University of Pennsylvania, and a Bachelor’s Degree in History from Amherst College.
