James Rowland serves as the Judge of the Tyler Diocesan Tribunal and Dean of the Central Deanery at the Catholic Diocese of Tyler since September 2017, while also holding the position of Pastor and Tribunal Judge at St. Mary Magdalene Catholic Church. Previously, James was the Chaplain and Administrator at St. Mary's Catholic Campus Ministry at Stephen F Austin University and served as Administrator at St Augustine Church in San Augustine, TX. Additional experience includes the role of Parochial Vicar at Sacred Heart Church in Nacogdoches and Our Lady of Victory Church in Paris, TX. James holds a Licentiate degree in Canon law from The Catholic University of America and a Master of Divinity from St Thomas University School of Theology. James also has incomplete coursework for a Bachelor of Science in Architectural Technology from Limerick Institute of Technology.

Catholic Diocese of Tyler
The Diocese of Tyler includes 33 counties and 23,443 square miles of northeast Texas. The territory is divided into 51 parishes, 19 missions and three pastoral centers. The total population of the territory is 1.5 million, of which approximately 130,000 are Catholic. As of 2019, 76 priests are in active ministry in the diocese with another 10 serving outside the diocese and 13 retired. There are also 100 permanent deacons in the diocese. Fourteen men are studying for the priesthood for the diocese. Numerous Catholic hospitals and eight centers for social services are located within the diocese, along with five Catholic schools. Bishop Joseph E. Strickland, the fourth Bishop of Tyler, has served the diocese since 2012.
