Carlos Garáfulic Salas

Carlos Garáfulic Salas is a seasoned professional with extensive experience in monitoring, evaluation, accountability, and learning (MEAL) within humanitarian and development contexts. Currently serving as a MEAL & Information Management Technical Advisor II for the EMPOWER Program at Catholic Relief Services since July 2016, Carlos specializes in capacity strengthening for local organizations and providing technical solutions for project management and MEAL best practices. Prior experiences include positions such as MEAL Manager for the Mexico Country Program, where Carlos was instrumental in designing MEAL systems and facilitating stakeholder engagement. Earlier roles at the Comisión de Derechos Humanos del Distrito Federal and the International Republican Institute expanded expertise in program management, legislative analysis, and stakeholder relationship building. Carlos holds a Bachelor's degree in Political Science from Instituto Tecnológico Autónomo de México.
