Joe DeLong MBA, PMP has extensive experience in executive and leadership roles. Joe served as the Executive Director and Chief Executive Officer at the Connecticut Conference of Municipalities, where they provided strategic planning and direction in various areas, including policy and advocacy, research, fiscal policy, programming, and communication. Joe was also responsible for managing a $20 million budget.

Prior to that, Joe served as the Deputy Cabinet Secretary/Executive Director at the Department of Military Affairs & Public Safety/WV Regional Jail and Correctional Facility Authority. In this role, they were responsible for the safety and security of West Virginia's citizens through various organizations. Joe successfully reduced audit deficiencies, streamlined purchasing credit card expenditures, and managed a $100 million budget.

Joe also worked as the Director of Operations at DOLCE LUSSO LLC, where they oversaw day-to-day operations, including training and retention of staff, company growth and development, marketing, budgeting, and P&L statements. Joe successfully negotiated with mall landlords, improved talent retention rates, and implemented an award-winning training program.

Joe DeLong earned their Master of Business Administration (MBA) degree in Business Administration and Management, General from West Virginia University. Joe completed this program from 2011 to 2013. In addition to their MBA, they have obtained several certifications, including Eagle Scout from the Boy Scouts of America, Elliott Fellow from the George Washington Elliott School, and Product Exporting from West Virginia University and the National Export Council. Joe is also a licensed Project Management Professional (PMP) with license number 1448753 from the Project Management Institute.

Connecticut Conference of Municipalities

The Connecticut Conference of Municipalities (CCM) is Connecticut’s statewide association of towns and cities. CCM is an inclusionary organization that celebrates the commonalities between, and champions the interests of, urban, suburban and rural communities. CCM represents municipalities at the General Assembly, before the state executive branch and regulatory agencies, and in the courts. CCM provides member towns and cities with a wide array of other services, including management assistance, individualized inquiry service, assistance in municipal labor relations,technical assistance and training, policy development, research and analysis, publications, information programs, and service programs such as workers’ compensation and liability-automobile-property insurance, risk management, and energy cost-containment. Federal representation is provided by CCM in conjunction with the National League of Cities. CCM was founded in 1966. CCM is governed by a Board of Directors, elected by the member municipalities, with due consideration given to geographical representation, municipalities of different sizes, and a balance of political parties. Numerous committees of municipal officials participate in the development of CCM policy and programs.
