As COO, Chapman provides executive oversight of CDC's financial management and budget execution; facilities, safety and security; acquisitions and grants; information technology and cybersecurity; and human resources.
Early in her career, Chapman was selected for the U.S. Public Health Service's Junior Commissioned Officer Student Training and Extern Program (JRCOSTEP) with HHS, serving in Lee County, Florida, where she provided care in migrant communities and gained early exposure to federal public health service.
She later served as a senior attorney for a private law firm in Atlanta specializing in business and real estate litigation, as well as trusts and estates. At the Georgia Department of Community Health, she held legal and policy roles focused on regulatory compliance, ethics, and civil rights (including Americans with Disabilities Act Title II regulations). Her legal experience includes pharmaceutical products liability, professional liability, personal injury and workers' compensation, regulatory policy, and compliance.
In addition to her legal career, Chapman has practiced pharmacy in clinical care (acute, LTACH, retail, and specialty), long-term care, and consulting, and regulatory and health information technology research. At the master's level, she conducted research on pharmaceutical regulation, fraud, and abuse including the False Claims Act, Stark Law, and Anti-Kickback Statute.
