Gwen Baker

Gwen Baker serves as the President of the Federal Programs Group at CDM Smith, where responsibilities include leading a team of senior managers to deliver exceptional client service and project outcomes for various federal clients, including DOD, USACE, FEMA, NASA, DHS, DOI, and USAID, across sectors such as Water, Transportation, Energy, Environment, and Facilities. Prior to this role, Gwen Baker was a Quality Control Manager at Hensel Phelps Construction Company and served as an Army Engineer Officer for over two decades. Educational qualifications include a Bachelor of Science in Human Factors Psychology from the US Military Academy at West Point and a Master of Science in Construction Management from the University of Florida.
