Cecil College
Donna Horgan is a lifelong resident of Elkton who graduated from Elkton High School and attended Cecil College. Both of her daughters graduated from Cecil College as well. Donna has served the state of Maryland for over 40 years, 27 of them working for the Maryland Senate as the legislative assistant to the President of the Senate, Thomas V. “Mike” Miller, Jr. She is currently the reading clerk for the Senate.
Donna has served as president of the Maryland Association of Community Colleges (MACC, 2014-2016), and currently serves on MACC’s Legislative Committee. Horgan is the Maryland State Coordinator for the Association of Community College Trustees (ACCT – a national association for community colleges), serving in that capacity for 11 years as well as being a former board member.
Donna is an established and successful realtor with Key Realty in Elkton, MD. She is a member of the Elkton United Methodist Church and a former member of their Board of Trustees.

Cecil College
