Kenneth Collins

Kenneth Collins is a seasoned professional in substance use disorder treatment and prevention, currently serving as the Division Director at Cecil County Health Department since October 2006. In this role, Kenneth functions as a Drug Policy Special Adviser to the County Executive and serves as the Local Addictions Authority for Cecil County, Maryland, focusing on community partnerships and public health initiatives. Prior to this, Kenneth was the Executive Director at SODAT of Delaware, Inc., overseeing a multi-disciplinary team in a statewide non-profit organization from 1994 to 2006. Additionally, Kenneth has contributed to education in the field as an Adjunct Faculty Member for the State of Delaware’s Division of Substance Abuse and Mental Health and Delaware Technical & Community College. Kenneth holds a Master of Science in Administration with a focus on Health Services from West Chester University of Pennsylvania and a Bachelor of Science from the University of Delaware.
