Dr. Yolanda N. Smith is a Senior Implementation Strategist at the Center for Policing Equity. In this role, Dr. Smith guides law enforcement leadership in understanding the findings of its Justice Navigator Assessment, strategizing and implementing recommendations using data-driven decisions. As a Senior Implementation Strategist, Dr. Smith leverages data to inform strategies that reduce racial disparities while addressing concerns from both law enforcement agencies and their communities. Additionally, Dr. Smith oversees the day-to-day aspects of the client relationship, achievement of service levels, and execution of key activities.

Dr. Smith is a retired police lieutenant who served the public for over 25 years. She offers CPE investigative experience and command-level leadership in Executive Level Administration, Special Victims, Professional Standards, and Community Service. Dr. Smith holds a Bachelor of Arts Degree in Criminal Justice from Caldwell University, a distinguished Master of Public Administration from Rutgers University, and a Doctor of Philosophy (Ph.D.) in Public Safety, specializing in Criminal Justice from Capella University. Dr. Smith is also a Certified Public Manager through Fairleigh Dickinson University and Data Science Certified by the Massachusetts Institute of Technology (MIT).
