Allan Kearns is an experienced leader in financial regulation and risk management, currently serving as the Head of Operational Resilience, Third Party Risk & Technology Risk Supervision at the Central Bank of Ireland since June 2002. With a diverse background that includes roles such as the Head of the Transformation Office and the Head of Function in various divisions, Kearns has led teams to enhance financial supervision across multiple sectors, including banking and insurance, while also establishing analytical frameworks for decision-making. As an adjunct lecturer, Kearns shares expertise in risk management and analytics at Chartered Accountants Ireland and The Institute of Banking. Academic qualifications include a PhD in Economics from Trinity College Dublin and multiple master's degrees in related fields from prestigious institutions. Previous experience includes a position as an Economist at the Bank of England, contributing to research on financial stability.
