Shirell Joyner

Shirell Joyner is a seasoned professional with extensive experience in budget analysis and grant management. Currently a Senior Budget Analyst for the City of Charlotte since December 2006, Shirell is responsible for performance measurement, strategic planning, and budget oversight for various departments, handling large capital expenditures and managing grants. Additionally, Shirell has been a GED Instructor at Central Piedmont Community College, providing educational support to adult learners. Previous roles include Grants Manager at Johnson C. Smith University, where Shirell oversaw grant processing and compliance, and an Accountant at First Union National Bank, focusing on reconciliation and auditing tasks. Shirell holds an MBA/MHA from Pfeiffer University and a Certificate in Health Information Technology from Central Piedmont Community College, complementing a Bachelor’s degree in Technology Support and Training Management from the University of South Carolina.
