Jay Rowell

Director of Special Projects at Central Valley School District

Jay Rowell is the current Associate Superintendent of Human Resources & Operations at Central Valley School District. Prior to this, they served as the Deputy Treasurer for the state of Illinois from January 2015 to June 2018. In this role, they oversaw a budget of over $3 billion and was responsible for investing the Treasury's $31 billion investment portfolio. Jay also launched a venture capital fund and a system to manage and pay claims for the state's unclaimed property program. Rowell has also served on various boards, including the Secure Choice Board and the Charitable Trust Stabilization Committee.

Jay Rowell completed a JD at Loyola University Chicago School of Law and a BA in Public Communication at American University.
