Toby Phillips is an accomplished program director and research fellow at the Centre for Policy Development since December 2019, and serves as an executive director for the Oxford COVID-19 Government Response Tracker at the University of Oxford, where leadership has been demonstrated in developing a new research program on digital technology governance. Additionally, Toby holds the position of Chair at The Scout Association of Australia and has contributed as an advisory board member for the XPRIZE Pandemic Response Challenge. Previous roles include advising the Prime Minister and cabinet on significant policy issues, conducting research for the Resolution Foundation, and supporting welfare delivery in remote Aboriginal communities. Toby's academic credentials include a Master of Public Policy from the University of Oxford and a GradCert in Economic Policy from The Australian National University, complemented by a BSc(Hons) in Organic Chemistry and Molecular Biology from Flinders University.
