Currently serving as the Senior Vice President of Program Management at CES Consultants, Charles has previously held significant leadership roles at Black & Veatch, including G&E Americas East Director of Public Infrastructure Programs and Florida & Caribbean Program Director. At MWH Americas, Inc., contributions included serving as Sr. Infrastructure Advisor to USAID and Deputy COP. Charles co-founded Moseley Horizon Inc. and directed business development at Technologists, Inc. Academic credentials include a Bachelor's degree in English Literature from UCLA and high school education from American High School in El Salvador.
