Prior experience includes positions as Project Controls Lead at Fluor and Construction Manager at Constructora Santiago S.A., as well as serving as a Cost Engineer at Fluor. Javier holds a Bachelor of Science degree in Civil Engineering from Polytechnic University of Puerto Rico.
