Avtar Singh, PE, CCM, DBIA has a diverse range of work experience in construction engineering and project management. Avtar is currently the President of CES Consulting LLC, a company they co-founded in 2011. With over 54 years of combined experience and professional education, Avtar and their team have successfully managed and delivered various projects, including those on primary, secondary, and interstate roadways. Prior to starting CES Consulting LLC, Avtar worked at the Virginia Department of Transportation as a Responsible Charge Engineer, where they provided professional bridge and highway engineering guidance, managed construction contracts, and trained VDOT managers and inspectors. Before that, they worked at NXL Construction Services, Inc. as a Project Engineer, primarily consulting for VDOT on multiple projects across Virginia. Avtar also gained experience at Dywidag Systems International and Freyssinet Hong Kong, where they held project engineering and site engineering roles, respectively, and oversaw post-tensioning works on various projects.

Avtar Singh, PE, CCM, DBIA holds a Bachelor of Science degree in Civil Engineering from Queen's University, which was obtained from 1988 to 1992. Avtar then pursued a Master's of Science degree in Civil Engineering from Queen's University from 1992 to 1994. Later, in 2006 to 2007, they obtained a Master's Certificate in Project Management from The George Washington University School of Business.
