CEUP is a regional consulting and education center specializing in project development, grant funding, and capacity building across the Western Balkans. We work primarily with public institutions, municipalities, educational and cultural organizations, supporting them in securing funding from EU programs, bilateral donors, and international foundations.
Our approach combines strategic advisory with hands-on execution — from identifying the right funding opportunities to developing complete, high-quality project proposals aligned with donor requirements. We focus on turning ideas into fundable, impactful projects with clear objectives, realistic budgets, and measurable results.
Beyond project writing, CEUP provides training and mentorship in project management and grant application processes, helping institutions strengthen their internal capacities and improve long-term success rates. Our programs are designed to be practical, applicable, and tailored to real funding opportunities.
We have experience across a wide range of sectors, including education, infrastructure, environmental protection, digitalization, social inclusion, and local economic development. Through our regional network of partners and collaborators, we also support consortium building and cross-border cooperation, particularly within EU-funded programs.

CEUP’s mission is to enable organizations to access funding more effectively, implement meaningful projects, and contribute to sustainable development in their communities.
