Jessica Breslin

Jessica Breslin is a Senior Attorney at ChangeLab Solutions since December 2019, with prior experience as a Staff Attorney at both HomeBase and ChangeLab Solutions. Breslin has a strong background in public health law, conducting legal research, drafting model laws, and providing legal technical assistance to local health departments. Previously, Breslin worked at Bay Area Legal Aid, where roles included the Juvenile Mental Health Court Advisor and Civil Legal Coordinator, focusing on civil legal services for foster youth. Breslin has extensive experience training legal and non-legal audiences and has developed policy resources with an equity focus. Educational qualifications include a Juris Doctor from Georgetown University Law Center and a Bachelor of Science in Social Work and Politics from New York University.
