Jennifer O'Brien, MS, is a Policy Fellow at Chapin Hall at the University of Chicago, specializing in supporting the implementation of Federal Title IV-E Waiver initiatives to enhance outcomes for children and families. With extensive experience in child welfare, Jennifer previously served as the Permanency Innovations Initiative Project Coordinator at Northwestern University, overseeing federal grant implementation and evaluation utilizing the TARGET evidence-based practice model. Jennifer's roles have included providing administrative support for various clinical programs at the Illinois Department of Children and Family Services, leading the development of curricula for learning collaboratives in child welfare, and working as a trainer and curriculum development specialist in prior positions. Jennifer holds a Master's degree in Counseling Psychology from Western Illinois University.
