Philip Owen has extensive work experience in various roles related to regulatory policy, business compliance, and consumer and trading law. From 2007 to 2022, they served as Service Delivery Director and Services Director at the Chartered Trading Standards Institute, where they led the organization's service delivery portfolio, developed the business strategy, and engaged with relevant organizations. From 2016 to 2018, they were an Assistant Director at the Office for Product Safety & Standards, working on international projects and the Apprentice Programme. In 2015, they served as Programme Director Regulatory Reform (India) at the British High Commission New Delhi, where they assisted the Indian government in improving the business environment through market surveillance and regulatory toolkit development. Philip also served as a board member of PROSAFE from 2007 to 2017, a non-profit organization for market surveillance authorities and officers in the European Economic Area.
Philip Owen attended The Manchester Metropolitan University from 1994 to 1997, where they obtained a BA (Hons) degree in Consumer Law. In addition to their degree, they have also obtained several certifications. In April 1999, they received a Diploma in Trading Standards from THE LOCAL GOVERNMENT MANAGEMENT BOARD. Furthermore, in April 2006, they obtained a Certificate in Management from ILM Influence, Leadership & Management.
