Giancarlo Alcover

Giancarlo Alcover, CTBME, is a seasoned consultant with extensive experience in IT portfolio management and capital planning across various federal agencies. Currently serving as a Senior Consultant at Chevo Consulting, LLC since April 2021, Giancarlo advises on developing a requirements process for infrastructure security investments. Previous roles include Senior Consultant at T. White Parker Associates, where Giancarlo supported the Federal Motor Carrier Safety Administration and the Federal Railroad Administration with investment control and IT spend analysis. As a Senior Project Manager at TIAG®, Giancarlo contributed to budget formulation and risk analysis for the Department of Health & Human Services. While at Evoke Research and Consulting, Giancarlo led the PMO for the Veterans Benefits Administration, focusing on digitization and process improvement. Giancarlo’s career also includes financial analysis positions with the Department of Defense and the U.S. Department of Agriculture, demonstrating a strong background in financial management and operational efficiencies. Education was completed at Ithaca College from 2001 to 2004.
