William H. Smarr

William H. Smarr currently serves as the Chief Security Officer at Chevron Phillips Chemical Company, a position held since October 2023. With extensive experience in law enforcement, William served in the U.S. Secret Service from April 1999 to October 2023, concluding a distinguished career as the Special Agent in Charge for the Dallas Field Office. Throughout William's tenure, key responsibilities included strategic leadership in protective and investigative missions across multiple regions, budget management, and operational oversight. William's background also includes roles directing domestic and international offices, overseeing complex criminal investigations, and developing training programs for thousands of personnel. Additional experience includes serving as Acting Deputy Federal Security Director at the Transportation Security Administration and an earlier position as a police officer with the Morgantown Police Department. William holds multiple degrees, including an Executive Education seminar from the Harvard Kennedy School and a Bachelor of Science in Biology from Fairmont State University.
