Otto has a background in supervising large-scale infrastructure projects for the City of Chicago's Department of Streets & Sanitation, where expertise in traffic control signals and street lighting was developed. Academic credentials include a Master's degree in Structural Engineering and a Bachelor's degree in Civil Engineering, both from the Illinois Institute of Technology.
