Lowe has contributed to regulatory strategies at multiple organizations, such as Ofwat and Centrica, where they focused on improving market competitiveness and consumer protection. They earned a Master's degree in Regulation from the London School of Economics and hold a Bachelor's degree in Politics, Philosophy, and Economics from the University of Oxford.
