Dave Ems

Dave Ems serves as the Director of Procurement & Supply Chain Management for the City and County of Denver since December 2022, previously holding the role of Chief Procurement Officer for the City of Littleton since October 2019. With expertise in strategic sourcing, category management, and relationship building, Dave Ems has successfully aligned and transformed procurement divisions and led procurement operations for the Multi-Jurisdictional Metro Denver Incident Command Team during the COVID-19 response. Prior experience includes leading global sourcing initiatives at Western Union, managing over $2.1 billion in annual spend across multiple countries. Dave Ems holds an MBA in Accounting and Finance from Regis University and a B.B.A. in Business Administration with a focus on Management and Operations from Western Colorado University.
