Randal Collins

Director Of Emergency Management at City and County of Honolulu

Randal Collins, Ed.D., CEM, serves as the Director of Emergency Management for the City and County of Honolulu and is an Adjunct Associate Professor at the University of Southern California, where teaching includes a range of emergency management courses. As President of the Foundation for the Research and Advancement of Emergency Management and the All-Hazards Incident Management Teams Association, Randal advocates for the professionalization of the emergency management field. Randal's extensive experience includes senior management roles at NEOM, emergency management positions in El Segundo and Santa Rosa, and leading animal rescue operations for American Humane during significant disasters. Academic credentials include an Ed.D. in Organizational Change and Leadership and a Master's degree in Executive Leadership from the University of Southern California, as well as a Bachelor's degree in Criminal Justice from the University of Indianapolis.

The City and County of Honolulu is the most densely populated of five counties within the state of Hawaii, with a population of approximately 905,601(2007, U.S. Census Bureau).
