Previous roles include Director of the Office of Rehabilitation Services, managing federal and state-funded housing assistance, and Community Outreach Supervisor in Phoenix, overseeing application processes for housing rehabilitation. Additional experience includes leadership with Food for the Hungry, Inc. in China and immigration services at Lutheran Social Services. Jim Hicks holds a Master of Public Administration from Arizona State University and a Bachelor of Arts in Spanish with a minor in Political Science from The College of Wooster.
