Jim Karch

Jim Karch, PE MPA, has extensive experience in civil engineering and public administration, currently serving as Assistant City Engineer and Special Project Manager for the City of Bloomington, IL, since July 2000. In this role, Jim provides project management and technical assistance on key municipal initiatives, alongside previous responsibilities as Director of Public Works, overseeing infrastructure and equipment management across multiple divisions. Additionally, Jim has been involved in church leadership at Eastview Christian Church since 2007, serving as Church Elder and coordinating youth and men's ministries. Jim also contributed to leadership development through Strengths Based Leadership Training from 2007 to 2015 and began a career as a Civil Engineer at A.J. Dowiatt Inc. from 1996 to 2000. Educational qualifications include a Master's in Public Administration from the University of Illinois Springfield and a Bachelor's in Civil Engineering from the University of Illinois Urbana-Champaign.
