Ned Thomas, AICP, serves as the City Manager for the City of Boulder City since April 2025, following a tenure as City Manager for the City of Milpitas from August 2018 to April 2025. With extensive experience in urban planning and development, including roles as Planning Director and Division Manager at the City of San José, Thomas has led teams in environmental planning, development review, and project management. Previous positions include Community Development Director for the Town of Windsor, Principal Planner for the City of Henderson, and Senior Planner at Wood Rodgers, Inc. Thomas holds a Master in Urban Planning from Harvard University and a Bachelor of Science in Geography from Brigham Young University.
