Richard also held the position of Commissioner of Community Services in Barrie, managing various community-focused departments. Additionally, Richard served as the President & Chairman of the Board for the Barrie Municipal Non-Profit Housing Corporation, directing the governance and operational management of numerous affordable housing units.
