Layne Cline

Layne Cline, MPA, CPWP-M, currently serves as the Public Works Manager for the City of Carrollton since February 2024. Previously, Cline held the position of Project Manager for the City of Coppell from November 2022 to February 2024 and served as the Public Works Superintendent for the City of Lake Dallas from January 2020 to November 2022. Cline’s experience also includes working as the Street Operations Supervisor for the City of Highland Village from March 2014 to January 2020. Prior military service was completed in the United States Marine Corps as a Lance Corporal between June 2008 and July 2012. Educational qualifications include a Master of Public Administration from Tarleton State University, a Bachelor of Science in Business Administration and Management from the University of Phoenix, and an Associate of Arts from North Central Texas College.
