Robert Winningham

Robert Winningham is an accomplished economic development professional with over 25 years of experience, currently serving as the Director of Economic Development for the City of Carrollton since December 2018. With a diverse background that includes roles as Principal at Winning Development since June 2016, Executive Director of the Prosper Economic Development Corporation from August 2012 to February 2016, and Executive Director/CEO of the Allen Economic Development Corporation from August 2006 to October 2011, Winningham has a proven track record in fostering growth and development in various cities. Earlier experience includes positions with the Greenville Board of Development, serving as a staff assistant to U.S. Congressman Lee H. Hamilton, and involvement in campaign media direction. Winningham holds a Bachelor of Arts in Public Relations from the University of North Texas and has engaged in continuous professional development.
